In other words, an OFAC license for unblocking may be required not only for securities whose issuers are U.S. persons (with a US ISIN prefix), but also for those securities denominated in U.S. dollars (for example, CH0106027193 from UBS Bank), and, sometimes, even in euros (for example, IE00B9M6SJ31 ISHARES GLOBAL CORP BOND EUR).
The full list of securities requiring an OFAC license has been published on the NSD website and includes more than 9,300 ISINs.
